How do you make coloured mascara?

Buy some cheap clear mascara.
One coat of clear mascara first to coat and define, then put a little of your loose powder colour on a small dish and rub the wand in it to mix the colour well into the mascara before applying to your lashes.

You can do this with any eye-safe powder such as loose eyeshadow, or even eye-safe glitter to do a sparkly top-coat on your lashes.
